If you start on Gridania, or have a way to go there, then the Black Summer bikini is the best choice (of course, you need the old veteran rewards, if not, you can try to get some achievements and spend those points to get two Cascadier Uniform Voucher and then go to Mor Dhona; it's posible to reach that place even at Level 1.
