Can I play open world with people on different servers?

So I know that if I'm in the same data center that my freinds are in I will be able to party up with them and do duties with them however I was wondering if I would be able to see them in the open world and do fates with them.

You can see every Player on the same Server in the open World. Mostlikly shoping, killing Monster or fishing? I like Fishing^^

The Duty finder conects all Player from one Data center. Na, Eu,JP

open content on maps like fates is coming in March across server for friends but you need to go to their server or they come to yours to do it together and only on same data center

Duties are Solo, Instances can be matched in party finder like dungeons or trials (boss instances) raids etc are cross server but again only on same data center

For content like dungeons and raids: the answer is yes, you can form parties across servers. You and your friends must be in servers that are on the same data center, then you can form a 'cross-world' party in the party finder that your friends can then join. From there you can queue for dungeons, 8-man or 24-man raids.

For content such as maps, FATEs, and other content that relies on the overworld: the answer is no, not yet. Coming soon will allow for cross-server hopping, where you can hop to any server you wish and play with your friends.

Not only are they not going to combine data centers, they're making a new one.
