The only NPC elezen that are short are also children and it was explained by the devs why they have no intention of adding playable children to the game.

Lore IS the main reason we don't have petite 4'5" Roe waifs and 8' Lalas.

If you completely want to ignore that, then all female models except lalafell use the same skeleton, making it possible to get 10 meter tall catgirls, which would just ruin the entire world logic.

No, she's literally just using the Midlander body type but with pointed ears, much like how Nero uses an Elezen body type but with a custom head.
