Could I change the world server?

I try to choose Tonberry but it says I can't join it and wait the restriction to be lifted. Some people I know play in Tonberry and I want to enter Tonberry so bad. So, can I change my world if I already picked another world?

You've got a couple of choices here.

Try to make a new character and force you're way onto the server.
Pay to transfer a character onto that server.
Choose another server on Tonberry's Data centre and "guest" across to it, there are limitations to this.

What does guest mean?

What does guest mean?

You can go visit any world on the data center by teleporting there from a city's main aetheryte.
During your visit, certain features, like retainers and such, will be unavailable to you.
Quests and Duty Finder will still be available, so you can go hang out with your friends and do stuff with them.

Playing across Datacenters is pretty simple as with the main City Aetherytes you can transfer to other World Servers within your Datacenter. This allows you to play the game with folks on that server as if you were actually rolled on it. The only limitations on this is that you can't access your mail or Free Company stuff, among other things, until you switch back to your home server.

Otherwise if you want to join the Free Company your friends are in, you'd have to roll a character on their server - and if a server is Congested, unfortunately it's going to have severe character creation restrictions until such a time when that is no longer the case.
