Report a translation problem
I mean the ones inside Internet Explorer, or accessed via Control Panel. Make sure the Proxy setting isn't enabled there.
If you use a VPN to connect to the internet, disable it and try.
If you're using aggressive antivirus software, like AVG, try disabling it as well.
Using a firewall also? Try disabling it too. (All of that junk is highly unnecessary anyway, but can cause problems.)
Outside of that, it seems almost like the launcher is missing something it needs to run properly.. which could be any number of things like VCRedist packages, .NET Framework packages, etc. Typically, though, that stuff is installed with appliations on a only-if-needed basis (ie: not already present in the system), and .NET Framework is updated with Windows Update. (Assuming you use Windows, anyway.)
There's a lot going on with this game's launcher which leads me to believe it relies heavily on some kind of API that might possibly be blocked by software.
Edit: if you're not using Windows, check the applicable settings on whatever OS you're using.
