The XP is way faster to gain on preferred servers and you'll constantly see people in the overworld too, from what I have experienced.
I play on Zodiark which has the road to 60 buff and a couple of times I had to enter a (short) queue to get in on prime time weekends.
I would say the buff is because the games design gates every bit of content behind main story progression, so getting the population of a server more active in the current 60-70 content is best for the game, rather than have a large amount of the player base on new servers stuck plodding along in the old stuff.
TL:DR - As it's not possible to skip old content, I say the devs just made that old content easy to outlevel and speed through in order to get more people playing current content, through experience so far, it's certainly not appearing to be because of a lack of players by any means.
