Usually instant unless you have a delayed payment. There is a button in the mailbox AI that lets you check for pending MogStation emails.

I've bought things on mooglestation that took hours even if I push the button that requests letter directly from mogstation. So, it varies, really. It has nothing to do with payments as I instantly got an email stating that my transitation was a complete, and my card was charged.

It's a mystery.

For the "account wide" stuff you have to log out once and relog.
Of course it still may take a little while but without relogging you won't get it.
