if you need seals just spam fates for an hour or so. i cap out too often just from running fates every so often
You should have your gc hunt log. bring up your regular hunt log and you will also find gc hunt log ( think it's a different tab on it). Fates also give you gc seals.

Also handing in certain gears give you gc, believe it's green and blue, not all gear can be handed in but just go to the npc there and click on expert delivery I think it is and you will see all the gear you have that you can hand in. Gear you get from dungeons or old gear you won't use if you want gc seals is a good way to get them rather then npc for a little gil.

also daily roulettes, guildhest will give you some and lvling roulette I think does as well.

Any gear that isn't white can be given for GC rewards, even the weird pink aeither gear. But as gear goes up in level the more tickets you get for them. if you have a very nice friend or FC mate who can give you some high level gear, the lvl 70 stuff is almost 2k per item.

Pick up all the crafter and gatherer classes, then do all the supply and provisioning missions. You can buy the stuff off the market board if you have more gil than motivation. And remember, HQ turn-ins double the rewards.

...At that point they might as well just buy high end armor to turn in if they are just trying to unlock the next level GC leves. Plus it sounds like this is their first class they are leveling. While you aren't wrong with your suggestion...not really on the level they are asking for. 9.9

He's not even Sergeant Third Class, he can't do Expert Deliveries yet.

Do GC log for seals and greed for everything (even for stuff you don't need) in dungeon and convert it to seals as well.
