Can "Preferred Worlds" be explained to me?

Currently downloading FFXIV, and should be ready to play tomorrow, I noticed a 2/1/18 update about preferred worlds.

Can the current benefits of rolling a new character on a "Preferred World" to me? I tried to research it on my own, but the information I found was fairly outdated.

In addition to the provided info, you are always guaranteed the double exp for at least 90 days after character creation. Usually, the world will lose preferred status before the 90 days have passed, so the 90 days are a good rule of thumb as they will usually decide the real limit.
