Game is definitely not dead.

Since low level content is incentivised for veteran players, even the low level content constantly has people doing it.

Game is for sure not dead. If you're just looking at Steam players it might seem that way, but you're also playing with people that use the Non-Steam client on PC and PS4 players.

Far from dying and yes Ragnarok is a pretty populated server filled with high end raiders.

Since I'm on Ragnarok, the community is doing very well. It's very end game focused but the economy is still very strong if you are into that sort of thing.

That was a while ago. With the expansion coming out.
Now people have played it. Realised it's lacking.
Updates lack content. I highly doubt that is how it is now.

But we got PVP balance and A3S fixes! Also weps are 355 and gear 350

That's normal, relics have always been just behind Tome and Raid gear up until the final steps.
