As Alaska said though, the important main scenario cutscenes are voiced. The rest is generally text.
If the whole game were voiced it would be a 200gb download. There is a mind-boggling amount of dialogue in this game, like most RPGs.

the first 30-40 levels of story are really rough to get through. Thats the worst story-wise and thats where theres the least voice over. If you can get past that initial rough patch it really picks up and gets interesting. Thats where it starts to feel more like a final fantasy game with a story worth caring about.
I remember ESO being some 100gb+ for size though.
At this point, if they did anything like that, they would have to redo all of the cut scenes.
They changed voice actors between ARR and HW and it's already jarring for players going between them now, it would be even more jarring to go back and forth between them to get the missing ARR quests voiced.
And it was all voice actors that changed so it's not like it was just one or two who changed. It was all of them.
