9/10 you can fix this yourself. If not, put in a Steam Support ticket to make sure you can.

In short, OneDrive Sync's the DOCUMENTS Folder, and creates "links" to files that aren't stored locally to the cloud stored counterparts. If you are installing FFXIV again, after a previous installation, or on another computer OneDrive won't have this folder downloaded or available "offline" until it has been requested by the user.
So, unless you try to open one of these files, they usually will not be loaded locally to save drive space/Network bandwidth.
Solutions:
Option 1) If you don't use OneDrive. Make a backup of the folder in another location and delete the original. When relaunching the game this will generate a new local file to be created by the Client. To avoid this issue again, make sure OneDrive isn't automatically launching.
Option 2) If you do use one drive right click the Folder "FINAL FANTASY XIV - A Realm Reborn" located "Documents\My Games\" then click "Always keep on this device". This will force OneDrive to always keep these files saved locally on this computer.

but all they are able to do is "its square enixs´s fault, they screwed up with the new patch" or "its steams fault and only steam, steam is so horrible with ff14 together" they never look into a possibility that it could be PC related.
it was with the blackscreen issue the same. just because killing steam during the start process was the workaround to go said peoples "its a steam problem" no. the problem was windows itself and killing informations in the settings folder. one of them said "i dont have onedrive" but made a screenshot of their entire desk how the startup fails WHILE THE ONEDRIVE CLOUD WAS CLEARLY VISSIBLE NEXT TO THE CLOCK!!!! (btw that was one of the most biggest fail posts i´ve seen to blame square enix or steam <w<)
btw, square enix still didnt fixxed said blackscreen start up but for some reason seems it to work now for everyone after microsoft thrown a fixx for onedrive out ... xD
By the way the Japanese just says "Final Fantasy XIV has encountered an error and will close." Then it says the error number.
