Double weaving dps loss
I've been playing the trial and so far i love the game. Only now i've started to read about the more technical details of the endgame and it seems if you have 200ms you will lose dps since you can't double weave skills.
I understand ninja and machinist have a lot of trouble with high ping, what about other non caster jobs like bards and dragoons? How much % dps can i expect to lose with 200ms?

As far as I know, the game caps your ping. If you have 33ms ping, the game still caps you around 200ms or higher. I can't remember the exact number but the game is designed to be played at higher ping as I heard it. I remember back in 2.0, I can notice how I could dodge aoe at the last moment but after the change, I had to leave earlier because of that change.

The dps loss between double and single weaving is marginal. Frankly, there are not enough oGCD skills for it to make a big impact.
If you can't double weave, just single. It's not a game breaker. Single with no clipping is better than double with clipping. The vast majority of your dps is from your GCD's after all.

I would say that the machinist and the ninja might suffer from Ping, the former because they get a lot of oGCD stuff to try and throw at once, and the latter because it is such a punishing class to play. But as said above, you can single weave, even with the machinist, and be mostly fine. The level of co-ordination required to cram everything into a single raid buff window might not be possible, but you just do not need to do that unless you are super hard core or your life is only measured by your epeen meter.

High ping does not make double weaving impossible, just different. At low ping you can press a skill, wait for it to trigger, then press the next, but at high ping you need to press the first weave, trust that it will trigger, and start pressing the next one before seeing the first go off. You just have to know your job better and be more preemptive when playing at high ping.
