They are guiding in the players from other worlds. You mostly see it in Limsa cause that's where everyone teleports into. If you don't want to see it anymore, just stand where they are and do a different dance, you'll crash tons of other players computers as you guide them into hostile areas or even parts of the game that aren't finished yet.
$15 a character $20 x 8 everytime a new outfit hits the mogstation, Its their money but holy crap do people go wild in this game.

as for not getting booted there are few thing that an prevent that 1 jump
or tiny chat or they leave chat with NPC open and game wont kick you either but why bother there are some other free to play games where i literaly see the same players being afk nearly 24/7 from maintenance to maintenance xD its bit odd to pay money to just be afk all the time but i think some ppl just hang out chat or just wait for others who knows but its not that bad.

Not that I blame them considering how mindnumbingly boring Shadowbringers was. Even AFK:ing at limsa is sometimes more stimulating than ShB's story and world was.
