That's not how HDR works, it's not something you turn on and it selectively does things. It's an overall display enhancement that does a large number of things involving display color output and white/black contrast ranges. If you'd read the article you'd know "telling you what it does in this game" isn't really an applicable demand. High Dynamic Range is an overall enhancement that works between your output and your monitor to make things look better. Unlike what you're probably thinking about, other video card based enhancements, it's not something that has a single noted effect, rather it alters all final images displayed on your screen.
