Unless it states on the store page it will probably be the standard edition. You can still upgrade to collectors edition on Mogstation though.

does that mean i have to make another account to buy the collectors edition for the pc because i have the collector's edition for the ps4 so if i have to buy 2 collector editions for the same account will there be two circles in the box collector's edition

No if you already have collectors on PS4 then the PC version will also be collectors edition too. You only need to buy collectors edition for either PC or PS4 not both of them.

Steps on creating a steam account ands transferring it:

1. Make a Mogstation Account
2. Buy the Final Fantasy XIV Bundle
3. Log-in with the mogstation account via steam

it techically does not say collector's edition on mogstation it says Use Digital Upgrade Service

Use Digital Upgrade Service cannot be used with the PS4 Account

Shouldn't be the case, I only bought the standard PS4 editions yet because I already had the collectors edition on PC it was considered collectors on PS4 too.

To be honest you may be best contacting SE support. I actually did it the opposite, linked my PS4 version with my PC account. SE could probably sort it for you.

ya, tried using my ps4 account to play the trial version on pc and it says

No valid service account is available to play FINAL FANTASY XIV.

means that that account is not valid for a trial account
