Ok i can see a somewhat of a miscommunication. Shira thinks you are just talking about the base game only which is ARR (A Realm Reborn). If you want to play the whole game then you will need to buy Stormblood along with the base game (ARR)
That means i need a extra download for the DLC too?
Yes.
once you added those cd keys you can click install on your steam client and it will install them.
Then make sure you have registered these keys to your mogstation for FFXIV.
Launch game ( hit play on steam or your desktop/laptop shortcut).
It will proceed to download additional content/patches which I believe is about 18-20gb as I had to reinstall mine so I'm in the process of that ( for me it's a slow download so no idea what it's like for others, my guess it varies depending on your internet downstream speeds).
So if I just purchase the DLC on steam (which I planned to do later because I believed you needed to be high lvl to use them and, well, see if I like the game enough) then steam will download them and let me avoid the launcher ?
Launcher download seems to be broken hard based on the number of people that have trouble downloading patch with it...I see a solution to install a VPN for the launcher to work...seriously...how long has this game be in production ?? how crappy the launcher has to be that for it to works you need a VPN ?
Sounds like you need to get in touch with Square Enix to resolve this. I would actually give them a call because I don't think sending a ticket will help. They will probably tell you that you need to actually talk with them. you could try the chat system they have but again I think giving them a call would actually yield better results.
As Blissy said, It's best to get in touch with Square-Enix support regarding that problem.
