How do cosmetics work?
So, for example if I bought this:

I imagine I need to stack it ontop of a current item, to give that curtrent item the look?
What happens when I change the item? Or can I look like this always regarless of what i'm wearing (presuming I stay guardian).

You buy single charge items created by crafters called Glamour Prisms for a specific school of gear. You then right click the item you want tochange the appearance of, select "Glamour Item" and then select the item you want it to look like, as long as that item is in your Armory or Inventory and you'll consume the crystal.

DId you unlock Glamour yet? It's a mini quest at level 50. Basically you need the "skin" and the armor you want to glamour over. You'll also need a glamour prism, bought through the market board. The higher the level of the armor you want, the higher glamour prism you need. And they are specific to the type of item you are gonna change the look of.

Ah, i'm a level 12 gladiator. So if I bought this now, I wouldn't be able to use it?

Yep. Not until you're level 50. And it's useless to glamour non end game armor. It gets pretty expensive.

Especially at lower levels you upgrade your gear so often through quest rewards that it's not worth it to even think about glamouring anything. You have to unlock ability to do so later anyway so nothing you can do now.

Play the main scenario to point where you unlock inn room. There's box you can use to store unique items. I think you can put all those items there and let them wait there until you're ready.

Unfortunately this game doesn't have slot based system like SWTOR has where you can change your gear but you only pay once for changing the look of any specific slot.

what you can do till then is dye items though and any item with a little dot on the right upper corner of the item icon is dyeable and/or I believe it says on the item if it's dyeable or not as well.
