Is The FINAL FANTASY XIV Online Complete Edition available on Steam yet?

I am interested in purchasing this game. But I have some questions towards the *The FINAL FANTASY XIV Online Complete Edition* which was mentioned in the Stormblood Pre-purchase FAQ.

Quote from the FFXIV Stormblood Pre-Purchase FAQ:
"The FINAL FANTASY XIV Online Complete Edition was created with new starters in mind and will include the base game (A Realm Reborn), Heavensward and Stormblood.
Please note that the Complete Edition will also be available as a Collector's Edition version, which includes all collectable in-game items from the Collector’s Editions of the base game (A Realm Reborn), Heavensward and Stormblood."

May I ask if both versions below are available on Steam?
1) The FINAL FANTASY XIV Online Complete Edition
2) The FINAL FANTASY XIV Online Complete Edition (Collector's Edition Version)

The FINAL FANTASY XIV Online Complete Edition only available for PS4, PC and Mac.
There is no Collector's Edition Version for The FINAL FANTASY XIV Online Complete Edition.
