Sorry, but that's on your part. Every FAQ and thread regarding this warns against doing that. It should be a standard in your head that ANY game with an external patcher / launcher will have this kind of problem if you use Steam's File Integrity Check, which is literally just a comparison with the installer files. This is exactly the same thing as trying to check the files of any other patched game against the files on an original install disc.
It makes perfect sense, but you're trying to mask your own mistake behind a wall of complaints and a sheer lack of choosing to do any research into your problem before trying to fix it yourself. I'm afraid that you also signed a Terms of Service Agreement that kind of protects them from this sort of abuse.
First... Valve IS Steam, and vice versa. So saying "Valve and Steam" is incredibly redundant.
Second, this isn't a free game and there's no such scam on Steam. Sounds like you've been cheated on black market sites and you're blaming Valve for it.
Third, I'm not on an "ultra fast fibre connection", most of the world is not, but it sounds like you just have a ♥♥♥♥♥♥ internet package all around. That's not the fault of Valve or SE.
Finally, there's really no putting this on Steam. Or SE. Regardless of whether you download the installer via Steam and Patch, or download the Patcher via SE and install direct, you are going to use the same amount of bandwidth.
Next time, don't try to verify the game cache on a game that you know is managed outside Steam. That's asking for a pain in the neck.
Don't start that snobbish BS. This actually did start because they're doing maintenance and you didn't bother to check. You said so yourself.
The do tell people with a clear message. There's a notice about it on their website and the game launcher. Ignoring their messages doesn't make them unclear.

But who the f..u....c...k remembers your FAQs and warnings about not to check files after it's been couple of years since installing the software?
They should have a clear workaround for some titles if it ends up for the whole title being uninstalled.
Now, please, be free to write even longer and more obnoxious response. I knew I made a mistake to buy the game in the first place so the blame is all mine to take.
You certainly remembered to come here to post like a whining child because you made a simple mistake.
That's not how Steam, or really, any form of programming on that level works.
Please feel free to write a response that doesn't continue to tell us you're a bored troll who's pissy about downtimes.
but either way the game has been terllling everyone everytime they log in about maintenance :)
If you don't remember that's completely on you, steam only houses the base game, that's why the installation procesds on steam is very small while the patching through the launcher is the largest part :)
Also: what country are you from that you worry about data usage and the like for internet?
That's not how Steam, or really, any form of programming on that level works.
What are you, f...u...c...k...i...n...g twelve? Oh wait, no - you are probably nineteen and know how the whole world works. Looking at your profile I don't really hesitate admitting I made a mistake when I bought the game. If you are a typical player I don't really want to be in any contact with this community.
