It's not overriding what you downloaded, it's applying patches. And yes they are that big.
Also if it fails, it's not actually making you download those files again. It's verifying them before it renegages the download where you left off.
Don't uninstall.
Don't verify the game cache.
Let the download go as long as it can.
I know exactly how big the patch is, because I got to the launcher at one point. The patch is 17gb. I get that. The game size is 8.5gb, from Steam's servers. It downloaded 8.5gb, then deleted the folder and started downloading the entire game again. Please, do not hazard to guess and tell me what I'm seeing with my own eyes on my computer when I've already told you; just tell me how to fix it.
The way installation works is, the base game is downloaded through steam, then the launcher downloads and applies the patches. After this step begins, any changes made through steam and not the launcher such as verifying cache and re-downloading the game will delete any and all patch data downloaded from the launcher meaning you'll have to download everything again.
