important question i have about Transfer Ps4 to pc

Is it Possible to go from Ps4 to Pc and have All Dlc transfer over to Pc or i need to buy storm blood n heaen sword again? ik for sure i have to buy the game again

Yes you do need to buy all the expansions again and the base game if you want to transfer your account to the steam version of the game

To clarify, you don't HAVE to buy the expansions in order for you to log in with your character on pc, BUT you'll have restricted access to the expansion content, you also won't be able to log in if you logged out in an expansion-only area.

It wouldn't transfer your account actually, it will simply give a separate license that you can use on PC.

I have the same thing now actually with PS4 and PC

Uh, you seem to have missed my point a little.
If you have Heavensward on PS4 and you decide to buy the base game without the expansion on PC, you can still log in with your characters on PC as long as they logged out in a non-HW area.
You can still use classes that're above lvl 51 on the pc without owning HW, but you can't gain exp above 50 (i.e. if you switch to a lvl 55 class it'll be treated as the lvl cap and you'll gain 0 exp, preventing you reaching lvl 56).
You can switch to the 3 HW Jobs if you've already unlocked them on the ps4.
You can't access any HW area or duty.
To put it simply, you have limited access to a small handful of HW's features. Roughly the same restrictions will be in place for Stormblood once it launches.

ok let me be more clar i have strorm blood and Hw on ps4 i wwant to buy the pc version of FF14 i know my chars will transfer over but then i have to buy Storm blood n Hw for pc also?
even though i own them on ps4

If you don't purchase Stormblood you won't have access to stormblood areas while you're logged in on the pc, you can still play other content though. The same applies to Heavensward.
