Report a translation problem
I have a separate keypad attached on the right side of the keypad. I have noticed that I can save the game, go do something else, and when I come back, the keypad doesn't work anymore. Sometimes it does, sometimes it doesn't. USUALLY all I need to do is hit the "NumLock" key and all is well. SOMETIMES I have to shut down and start over.
For this reason, I always like to save the game and leave while my fleet is at sea. When I come back, the game is already Paused. If I hit the "7" key to Un-Pause and nothing happens, I know the "NumLock" is at the wrong setting.
I'm using a Logitech K270 wireless with a matching mouse. Plug the little nano-transmitter into a USB port, and you ought to be good to go. The NumLock key is right above the "7".
I bought mine on the cheap, around 20 or 30 dollars, or you can spend twice that if you want.
The only downsides are, keep spare batteries handy because it's very awkward after about 12 or 18 months when the battery starts dying, and, if you ever need to re-install the OS, there might not be drivers installed yet, so you'd have to dust off the old wired keyboard.
Hey, if a new keyboard doesn't fix it, return the keyboard for a refund. No sense spending the money if it doesn't help.

You can't imagine how miserable it feels to be trying to give somebody advice 9 months ago, and now, dammit, I've got the same problem myself.
This isn't the only game that had numpad problems, but I was able to fix it in Evil Genius by changing the key-mapping in the Options menu. I changed it to something else, then changed it back, and so now it's happy.
I didn't notice if this game has such an option (edit: it doesn't), however, I did connect my wireless laptop/mouse combination from Logitech, and that numpad works just fine with the game.
I realize it may be a chore for some people -- it is a little cumbersome to have an extra keyboard with the laptop, plus it'll set you back 20 or 30 US Dollars -- but it's the only way I know of (right now) to play this game the way it was meant to be played.
The arrow keys are fine, until you need to switch round shot to chain shot, etc., and just forget about dancing.
