if in true pacifist flowey (in the form of asirel) could use that really strong attack near the end why didnt they do it at the start

so in the lab in one of the drawers it says something along the lines of "you see sans with a couple of people you dont recognize" but after you hear about suzy from clam girl it says "dont forget" possibly meaning it is the deltarune characters. now if sans is with the deltarune characters and undertale sans has that photo that probably means that deltarune sans and undertale sans are the same people....

I need help, I went through undertale for genocide and didn't fight Sans, and then Flowey took over my file and I asked for help from friends who had similar experiences, but nothing helped.
