That was pretty much what I did when I saw it. "WHO LET CYRIAK IN HERE D:"
There are a lot of theories surrounding Gaster, but it's all pretty much speculation. Datamining and tinkering with the "Fun" settings in the source files can trigger rare NPCs that talk about him.
They say that Gaster used to be the old Royal Scientist disappeared when he fell into his own invention and was "shattered across space and time".
However, the goat-skull shaped DT machine doesn't seem like something Gaster was studying, nor does it seem like he would have been smeared across space-time via the determination extractor... so perhaps it was an old machine of his that Alphys repurposed.
Of course, this is all speculation.
There are two people that seem to have similar symbols, Omega Flowey and Sans. Sans makes sense that he would use a DT extraction tactic, considering during the Genocide run, his entire job is to kill you. Omega Flowey... I have no idea, since he shouldn't have any real ties to it at all.
