No, Mettaton is referred to as having a human soul. So these are dead people.
It didn't say human soul... just SOUL, as in a monster soul.
Impossible Monster Souls don't exist after the Monster is killed. Only humans have an afterlife (Asriel's just weird)
Monsters souls DO exist after it's death, but it will disappear (or dissolve? I dunno) immediately after. The special cases as noted by the plaque on the walls at Waterfall, are Boss Monsters, like Asriel, Asgore, and Toriel.
Mettaton didn't die... if you do the Genocide path the Mad Dummy, out of an incredible emotional outburst, fuses with the dummy becoming corporeal.
The same thing happened with Mettaton.
Yeah, but a monster soul CANNOT EVEN SURVIVE without a body, so Mettaton had to be the ghost of a human. Monster ghosts don't exist.
