I don't mind the necro, I'm actually glad I can help someone, thanks for asking.
Frst of all I'd suggest having the program run on startup. I'm not sure if that is enabled by default. To have it run on startup, search for msconfig.exe in your start menu, go to startup, check Sizer, and hit OK.
When the program is running, the only way I know of accessing it is in the task bar (the place with all your other side-programs, such as Volume Controls and Steam). There you can configure sizer to add new resolution sizes.
For Undertale I would suggest resizing it to 1280x985, because the bar at the top of the game is 25 pixels tall. Here's a picture of how it should look: http://i.imgur.com/cyZQSzo.png
You can resize almost any program with this as long as it has a bar at the top. Just right click anywhere on the bar and it should pop up a list of all the resolutions you have added to the configuration settings. For some programs you might have to click the edge of the bar to get the list to pop-up (Steam is one of those programs for me).
This program works for about 90% of anything that has a windowed mode. It's super helpful, and I'd recommend it to anyone no matter what they do.
