In the Genocide run, you probably do not kill the snowman when you turn him into a pile of snow. Monsters turn into dust when they die, but judging by his intact carrot, the snowman does not turn into dust and has a chance at being alive. It also explains why you do not gain EXP from decimating him, which would make sense from a gameplay perspective but not a lore one if you killed the snowman. You can beat up monsters and be a scumbag to them, but as long as you do not kill them, you do not gain EXP. So yeah, the snowman probably survives getting mutilated in the Genocide run and may be stuck in a constant state of pain for the rest of his miserable existence.
