Strong ropes to immobilize like a cow for branding (assuming you don't have anesthetic of some type), a linoleum knife, suture needle and thread, and moonshine or soldering torch to sterilize (heh) should do it.
Though dancing dogs are rare, so maybe you shouldn't fix it. It might be a hereditary trait.
