How to get cards and badges?

I'm fairly new to Steam, I read that you get 3 cards from purchasing the game? I'm not sure how I unlock them though..

You unlock them by playing the game. So by the time you finish your first playthrough, you'd likely have earned your three card drops. After that, you'd have to get the other cards through trading or the community market.

I got them pretty cheap, maybe I got lucky. I'm very fond of my pointless but satisfying foil badge.

Where'd you get badges?

Badges are created by combining all the cards of a set. It destroys the cards in the process, but the fusion awards you with a badge, some Steam EXP You dirty card killer. , a game-specific emoticon and background, and some random discount coupon for a game you most likely won't want to play.
