Generally speaking, if you read the signs you probably would never use that switch, though you might go up that way during Genocide runs (even if hitting the switch is unnecessary) since the encounters are scripted to happen unless you already reached the kill count, making it easier to get a few forced-battles when it reaches the point of taking minutes for you to get them randomly.

EDIT 2:
On my first (and second) playthrough I thought you have to do the all the actions (solving the puzzle and flipping the switch). I had no idea I can do only one of them xD.
