Can i still get them after reseting the game?(After starting second run)

Depends what you mean
If you did a genocide run,the game will permanently be changed on the second try whether it's pacifist or genocide again
But if you did a Paci-Paci,then yes,you can do it all again

I got normal ending and didnt kill flowey but then i failed at not killing everyone so I reset my game. But even if I spare everyone flowey still didnt shows up after exiting toriel house

Yeah you're fine he will appear once you've completed the True Lab.
