why does it look like a game from 90's?
and somehow it got high reviews? is it for kids or something?

The graphics have little to do with the game. It is popular, because of the story and how the game encourages you to actually play an RPG without killing anything. The endings you get are completely different, one being tear-wrenching and the other bordering on being it's own creepypasta. There's also an amazing soundtrack.

If you're only attracted by high-end graphics, then this game is lost to you.

To put into perspective, here is a review:

The majority would be, I suppose. Neutral ending and practically the entire genocide run are pretty creepy. The pacifist ending (NOT post-genocide) does give you a wonderful happy ending at least.
