Hitting no, just killing. as long as you have 0 EXP and remain at LV 1 you are good.

hitting an enemy doesn't ruin a pacifist run and can sometimes unlock new options, like when fighting the vegetoid for example

You can fight enemies to the point where it's possible to spare them, so yes you can. Though it's recommended you don't use the fight command at all, save yourself the trouble.

Although I wouldn't recommend it on boss encounters. Some will outright die if you hit them at low enough hp. Toriel for example

You can be a 'rough' pacifist, but the game has that annoying habit of doing way more damage all of a sudden out of nowhere. (Perhaps its reacting to your precieved killing intent?). So just be a real pacifist and don't FIGHT things. If that's your goal anyway
