1. Well it is true he can seemingly reappear and has the "shortcuts" which could mean he can teleport. But he is not able to mess with the save files.
2. I personally like the theory about Sans being human which would explain the chubbiness, don't think determination has anything to do with it. Undyne seems to have determination, but she is not deformed unless put to a limit.
If he was human He could save/reset like you could. But he obviously can't otherwise he would have stopped genocide players with ease by just reseting the game when they get too far.
He KNOWS you can SAVE
He KNOWS you will never actually truly die.

No, he is just chubby. Teleportation isn't explained by saving/loading. That's not how it works. If you load, the entire world gets reset. If Sans were to do this, you would be thrown back in time, not simply Sans vanishing. Sans has never been shown to be able to do that. When he tries to stop you in Genocide he claims to have detected fluctuations in the timeline and assumes it's you. That doesn't sound he has an awareness of the save/load process, but not the kind of knowledge that comes from being able to use it.
Meanwhile Flowey IS capable of saving/loading and he shows you this in his boss battle. Flowey also explains (before he becomes a boss and supercedes you) that he hasn't been able to save/load ever since you arrived. In other words, there's only ONE person capable in the world at any one time of saving/loading and that's the person with the most determination: you.
So Sans, with his dimished lack of knowledge of saving/loading compared to Flowey and you already having control over saving/loading, cannot possibly be capable of saving/loading.
Instead, the things that Sans does has already been explained by fan Theory: Sans is a scientist involved in quantum science and had a fellow colleague/supervisor once who experimented with timetravel. This man is called Gaster. Look him up.
Everything Sans does is basically breaking the laws of physics through his knowledge of quantum sciences and gadgets.
