I was quite impressed at the time, knowin that game is created by one guy, he did all the coding and art stuffs and outsourced the music I think, I don't know if Toby make his own music, if so that would be even more impressive

The music at Dust is made by someone else, toby made all the music for undertale himself.

Toby fox created all the music in Undertale. In fact, the song Megalovania was made by him ages ago, even before he worked on Undertale.

That is the primary reason for the short length. Which IMO made up for it by the variances the game will react to your actions and the huge atmosphere change between Neutral, Pacifist and Genocide routes.
