Due to the Undertale's price tag and simple graphics I was sucker punched because I wasn't expecting that.
So Undertale for that. It's a very personal opinion though.
Leder's heavy lore drop near the end, as well as the identity of the last magypsy made up for it, imo.
Mother 3 definitely has problems, it suffers the same issue as Earthbound where it takes a while to get going. Mother 3 illeviates it a bit by giving non-psi party members skills in battle. I didn't really use them until a later playthrough, and they actually make Flint and Duster especially much more fun to play as. That being said, the first half of chapter 2, and all of chapter 3 are parts of the game I never look forward to.
