Controller not working at all

Im trying to play through this game and i really want to use either my ps4 controller or my wired 360 controller, but nothing works. Is there any way for it too work without having to downlad another program?

Make sure it's connected before starting the game. The 360 one for sure should work, unless you're playing on a Mac.

Check in Devices and Printers that there aren't any other gamepads it's seeing and that the default controller is set to the one you actually have plugged in.

Other than that I have no idea, it worked straight away for everyone else.

This solved the problem for me on Windows 10.
Go to Control Panel > Devices and Printers, right click your USB gamepad (Wireless 360 for me) and click game controller settings.
If you see multiple devices in the list, select the one you want to use and then click Advanced. From there, you can make it the "preferred device" which helps Undertale detect it.
