On one hand, he and a small team can moniter their mech, but on the other hand, they couldn't produce nearly enough to satisfy everyone. Not enough variety and such. I think the merch they have now is... Okay, but if we are being honest, i've seen, and you've likley all seen much better things made by fans.
The other thing being that while unofficial merch is unoffical, it is free advertising. You know when fans create fan manga of their own from a series they love? That's illegal, but most mangaka are completly alright with it because it is free advertising for them. You got fans so dedicated they'd spend loads of time drawing and writing for a fan manga just to say to the world how much they love the original series. Hell.... It's a brilliant idea. Free advertising ahoy.
That's what I mean, though.
Admittedly, earning a little money on the side is a better incentive. It would cost money to say, print several dozen sheets of high quality stickers, along with the time it tajes to make said stickers. These people will never get rich from selling fanmerch, but some money to keep them going shouldn't be such a problem, right?
