You're kidding, right? It's true we don't know much about Claus, but he's supposed to be the power-hungry/revenge path Lucas refused to take. Second, the game was never completely about Claus. There are many things it talks about: parental abuse, neglect of the elderly, genetic engineering, the nasty changes capitalism brings to the world, and many other things. If anything, what's most underveloped is how was the world before the first destruction and what was the "White Ship".
I guess that's another similarity between Asriel and Claus.
I'm only talking about the ending. It's been a long time since I played but I distinctly remember the tone changing and the game trying so hard to give you the feels. And for me, I was just like "Ooooh... That guy."
