What's with Sans' mouth?

It never moves the entire game. Literally everyone other character has mouth animations but him. What gives?

Considering he knows about "shortcuts" and abuses the game mechanics to beat you, I'm not surprised he doesn't move his mouth when he talks.

I remember seeing a kickstarter rewards video where he was drinking something so he can definitely move it. He just likes constantly have a jolly smile I guess.
