and its getting annoying
Toriel had the intelligence to figure out how to shatter the barrier (take one soul, go to the surface and gather the remaining six), but she lacked the determination to carry it out. This was seen during your fight with her in the ruins, where she eventually gives up trying to stop you. No doubt the six humans before you had managed it the same way. She is smart, but she is weak willed.
Asgore, on the other hand, speaks out of emotion rather than logic. He has the determination to carry out his plans, but he lacks the intelligence to think it over first. This was seen when he declared war on humans after Asriel and Chara died, staying underground and waiting for all seven souls to appear. He regretted this choice, because he didn't think about the consequences of it. He was, however, still going to carry it out, because he doesn't want to see his people give in to despair. Asgore is strong willed, but not very smart.
This is why Toriel and Asgore were such a perfect couple: They canceled each other's flaws and when they seperated after losing their children, they simply fell apart.
The answer is always yes.
the problem is the people who says "Toriel have all the fault, and Asgore is just a poor guy who did nothing wrong" and start a hate against Toriel
He's got a big heart, but he's got the nasty mix of being impulsive and not very bright.
Basically he's a good guy that does bad things
Toriel shouldn't have ran away.
Sans shouldn't be that lazy.
Papyrus shouldn't be that naive.
Undyne shouldn't that anime.
Alphys should start being proactive.
Asgore shouldn't be indecisive.
