How do I find the River Person?

I've just "finished" the game for the first time, and I've been instructed to find Undyne. Looking around online, it seems theres a fast travel system via the River Person, but I have no idea how to get to them. I'm at the hotel save point right now.

You can find the river person in hotland by taking the elevator to L1 and then heading south

Umm...... is the river person still around in Genocide run?? I am unable to beat Undyne the Undying and the music is creepy...... (shivers)

Head two screens north from Snowdin Town (near Papyrus' house). Note that they won't show up until you've reached the start of Hotland, however.
