Frisk is a sort of... unidentifiable personality. Since they're "new" to the underground, it's hard to describe them and how they act. When they go genocidal, that's when it starts to make the connections.
its thought that the one saying that is actually Chara, and not Frisk talking to him/herself
also, pretty MAJOR SPOILER for the end of Genocide, Frisk actually sells his/her soul to Chara to reset the world, thus proving they are different and Frisk isnt just another form for Chara to take
I'm of the thought that the Chara you meet in the genocide ending is actually your past, a haunting, old memories. You didn't give your soul to them, you merely gave up what was left of your kindness and humanity and embraced who you truly are: A heartless murderer.
