As for who exactly Suzy is... no idea. Could have been an abandoned idea for Napstablook's cousin that ended up in a Fun event, could refer to something else entirely. We may never know.
EDIT: Actually, that's impossible; Suzy is said to be Clam Girl's neighbor, who lives in the city. So they're probably unimportant in every way. Unless it's a human.
♥♥♥♥. BUT Fun, cant be gotten in game. Fun values must be edited in and are useally gaster related, fun values are what you can get in game.
It could be a placeholder for future DLC: it's been done in other games. Who knows?
And even before this update, you merely had to capitalize the word "fun" to "Fun" in the undertale.ini file to start seeing these events. This was expected by Toby, who programmed in these secrets to be found intentionally. He hints about "fun" in a tweet, and the word "fun" is purposely the only word that remains un-capitalized in the undertale.ini file. Anyone who knew how to use Notepad could access "Fun" events before the update.
Toby just made it easier to access with the update.
Also im pretty sure noothing happens.
