So after the trash dump go right, you'll see a store go right, there are alot of shroom, hit every glowing shroom and the every path will light up, take the OTHER path.

It's in the Waterfall area. In the screen where you traverse by lighting up glow in the dark mushrooms. The path to the village is unmarked by the mushrooms and is near the bottom most right of the screen.

I don't know if this happens with everybody, but just before getting to the entrance of the village I had an encounter with a Temmie enemy.

I'm fairly certain that the path only lights up if you hit every mushroom, even the one thats out of the way.

Edit: Furthermore, if you hit every shroom the game remembers and every path stays lit up when you return. I just double checked to make sure.
