I'm alright with that, although that makes her hips REALLY big with teeny tiny legs, at least poportion wise. I just want a say one way or another or overwhelming evidance one way or another. lol.
Shes got Midna poportions, which just feels weird to model. Except her legs are thin halfway down the femur, Midna at least keeps them thick til the kneecap...

Besides, she's not anatomically correct for a spider anthropomorph in the first place (Spiders have 8 eyes, Muffet has 5) so the lack of thorax is a possibility.

Pretty sure they need an anchor point though, don't they? Admittednly I know very little on how bloomers fit on people. Do they have straps like overalls or is the belt just tied right under her torso?
I think it's the dress that's oversized to make it do so. I think she just doesn't have one, and we'll probably never know.
Explaining things is what I do best.
On a normal human body, bloomers have an elastic or drawstring waist and gathered or elasticized leg openings. Imagine a really really really big pair of pants that are scrunched up at all openings until they fit your body. The extra fabric bunches up and puffs out where it's not gathered.
Looking at her sprite here: http://undertale.wikia.com/wiki/Muffet?file=Muffet.gif it kind of looks like the waist would be somewhere around her second pair of arms, under the blouse/cape/top she's wearing. The top of her outfit also has a pretty loose fit, which suggests to me that her "torso" could be not that much wider than her neck is.
