1 left in Snowdin

My friend is doing a Genocide Run, and he's been walking around in Snowdin for a long while, trying to find that last monster, but he can't seem to find them.
It says *1 left. at the save point, but he's been walking for around half an hour, and nothing's showed up. No encounters, But nobody came, or otherwise.
Is this a glitch or just the encounter rate getting extremely low?

(also this is for a friend, don't yell at me for doing genocide, i'm not and i never will)

The closer you get to killing all the monster, the lower the encounter rate gets. When you're down to the last 1-4 monsters, there's a steep drop where you'll have to spend a lot of time grinding them out.
