I'm not counting Omega Flowey as the horrific creature, because it's not related to the context of what else was written about the result of a monster soul fusing with a human. Flowey, technically, doesn't have a monster soul anymore, having lost it when he died as Asriel.
The "unsettling" creature could be Frisk, considering they fit the "beast of immeasurable power" description. Think about it, he can control saves and resets and at the end of a No Mercy run, can destroy the entire world.
Alternatively, there's Omega Asriel from the pacifist run. Technically, he did gather up a ton of other monster souls along with the humans to gain that form.

Seems legit.
The description is vague enough to mean almost anything and we don't have enough examples to really guess.
I personally wonder if monsters always become hideous creatures after absorbing human souls. It begs the question- is it the human component that makes them twisted? Again, our primary example is Flowey and he does not make a good one to base theories on.
Humans could potentially take monster souls and the only person who could conceivably have come close to that would be Chara when they died. Asriel took their soul, causing them to fuse. Asriel later dies, his dust spreads to flowers (later resulting in Flowey), while Chara's everlasting soul departs to the heavens.
It's quite possible Chara's soul is still merged with Asriel's, explaining why someone like Frisk can control saves and resets when no other human could.
And when did it start? Chara's influence doesn't seem like enough. There is one other entity to suspect but as we continue down this line of questioning there becomes less and less straws to grasp.
Ultimately, you will arrive at a place that has no answers. Not even clues.

The other humans had SAVE/LOAD powers. They just eventually lost the will to live and died.
Toriel implies during the Cinnamon/Butterscotch phone call that previous humans were able to SAVE. She retained déjà vu memories. (0:31).

True Lab implies that humans in general are extremely determined, which gives them their power to change fate.

Flowey was injected with human determination, which gave him the ability to SAVE/LOAD. He also could have chosen to die at any time.
Flowey: At any point, I could have left this world continue on without me. But as long as I was determined to live... I could go back.

Flowey implies that you can lose determination and lose your SAVE powers.

But even so, you are right about one thing. There are hints that Frisk's SOUL could have a piece of Asriel's SOUL.
- Human SOULs normally persist beyond death. The SOUL the Player controls does not: it shatters like a Boss Monster's SOUL.
- The Player is able to make it through the Barrier somehow, which is implied in each Neutral phone call. But you need both a human SOUL and a monster SOUL to cross the Barrier, or a very powerful SOUL.
- You are somehow able to SAVE Asriel during the Pacifist ending even though he has no SOUL.
