If you aren't getting encounters you mean you are getting "But nobody came"?
To check if you're still on Genocide.
- Once you reach snowdin, check the music, if it's normal, backtrack immediately. Do not go inside the town.
- Outside the town either go south (To Gyftrot) or go West to grind.
- Once "Nobody Came" message happens, try to go back in Snowdin,
- If the music in Snowdin is slowed down, you're back in Genocide.
Also tip, if you killed all enemies, you will encounter
a)But Nobody Came
b)huge difference in music
c)everyone leaving (This also means you can get free items from the shop when you've finished Genocide in Snowdin.)
I am guessing my encouter rate is just garbage since I have been walking around 20 minutes with nothing. Since Snowdin is full and happy when I walked in I might reset if I don't get anything within the next 10 mintues.
Don't walk between maps, that resets your encounter rate.
Just keep grinding at the bridge enterance going in a circle in both up and down directions (press arrow key down and up to initiate this faster)
